cutting off half a Taylor Swift cover is probably the most merciful thing the noise ordinance has ever done no offense to Tyler. and the 9:58 thing is almost certainly because the ordinance says 10pm and the city wont trust a cell phone clock. my old Seiko is never off by more than a few seconds a week, so if they asked me i could tell them exactly when 10 actually is
